The PA recommends open pit mining, milling at a rate of 87,000 tonnes per day, conventional flotation, and Outotecs chloride leach process followed by on-site nickel solvent extraction – electrowinning (SX-EW) metal refining. With a base case long term price of $8.50 per lb nickel and $17.50 per lb cobalt (all financial data are U.S. $), the study shows the project has a pre-tax Net Present Value of $819 million using an 8% discount rate. The mine would recover 1.88 billion pounds of payable nickel at an average “life of mine” strip ratio of 0.74 to 1 with an overall refined nickel recovery of 52.8% over 24.4 years.

On average, the project will produce 35,000 tonnes (77 million pounds) of payable nickel metal per year with a C1 cost of $3.34 per pound. The C1 operating cost is defined as the cash cost incurred at each processing stage, from mining through to recoverable nickel metal delivered to market, net of by-product credits (cobalt).

Capital costs for the mine, process plant, refinery and infrastructure development are estimated to be $2.92 billion.

SALT LAKE CITY — The cities of UTOPIA applauded Governor Gary Herbert today for joining
their effort to encourage Google to bring its experiment in fiber optics
to Utah.

“UTOPIA is a good candidate to partner with Google in the new project
and to bring the experiment to well-prepped ground,” said the Governor
in a letter of support. “UTOPIA has successfully pursued models of
deployment and found a sustainable and reliable model,” he said.

Google announced last month that it wants to partner with municipalities
to develop and experiment with an ultrafast fiber network that would

referenced the need for government to step up and provide high speed
fiber connectivity, and for such fiber-to-the-premise networks to be
“open access,” affirming all that UTOPIA stands for.

TripIt, the trip management company, has closed a third round of funding, receiving $7 million from a group of investors led by Azure Capital Partners and OReilly AlphaTech Ventures. These funds will be used to accelerate TripIts cloud-based web service to reach more business travelers, as well as new services for mobile and enterprise collaboration at global companies.

Earlier this week, TripIt announced TripIt Groups that gives business travelers an easy way to collaborate on travel planning with other colleagues inside their company. Groups adds to other recently-launched business travel services from TripIt, including free mobile apps for iPhone, Android and BlackBerry, and the TripIt Pro premium service for frequent travelers.

TripIt has now received $13.1M in total investment, including $1M when it launched in 2007, $5.1M in 2008, and $7M in this third round of funding, which was oversubscribed by interested investors.

sale of its SSI Surgical Services Inc. business to a privately-owned
multi-service line healthcare company.

Amarillo Biosciences, Inc. (ABI) (OTCBB: AMAR) today announced that it has executed a license and supply agreement with Intas Pharmaceuticals Limited (Intas), one of the top 20 pharmaceutical companies in India. Intas plans to launch a double-blind, placebo-controlled Phase 3 clinical trial of ABIs orally administered interferon-alpha lozenges in India by the end of March. The study will include up to 520 patients with clinical signs and symptoms of influenza. Intas will pay ABI a royalty on net sales in India and Nepal after marketing approval is obtained.

The H1N1 virus continues to circulate in India. The objective of the clinical trial planned in India is to determine the safety and efficacy of low dose oral interferon in reducing the severity of infection with influenza viruses such as H1N1. A Phase 2 clinical trial recently completed in Perth, Australia demonstrated that ABIs interferon-alpha lozenges were safe and beneficial when given as prevention against respiratory viruses, including influenza.

In the double-blind study that was conducted in Perth, 200 healthy volunteers were given ABIs low-dose interferon-alpha lozenges or placebo once daily for 16 weeks during the winter cold and flu season in Western Australia. Preliminary analysis has shown that interferon-alpha lozenges were free from adverse effects and led to a shift in symptom severity from moderate to mild. Importantly, prophylactic use of low-dose interferon-alpha lozenges significantly reduced the rate of influenza-like illness in study volunteers ages 55 years and older, who are generally considered to be at high risk for influenza. The company plans to release full study results when serology testing is completed.

“Influenza viruses mutate to evade the effects of anti-viral drugs. Influenza viruses do not mutate to evade interferon, but instead they have a strategy to sabotage the host interferon system. By giving people interferon orally, we believe we can overcome this viral strategy. It is my belief that low-dose oral interferon will be a beneficial therapy of all influenza viruses, not just the H1N1 strain,” said Dr. Joseph M. Cummins, President and CEO of ABI.

CALGARY, Alberta — Vermilion Energy Trust (VET.UN – TSX) (“Vermilion”) is pleased to
announce 100% success from its four-well drilling program in the
Netherlands with combined estimated initial production volumes in excess
of 4,000 boe/d net to Vermilion. With current Netherlands production
capacity of approximately 3,200 boe/d, Vermilion’s recent program is
expected to provide significant production growth in 2010 and 2011 as
the respective wells are brought on production through a staged tie-in
process.

Two of the four wells, Middelburen-2 and Middenmeer-3, were considered
lower risk development wells with access to needed infrastructure that
should enable tie-in during the first quarter of 2010. These wells are
expected to be brought on at a combined rate of approximately 15 mmcf/d
net to Vermilion (each are 92.8% working interest) and add nearly 2,000
boe/d of average production net to Vermilion in 2010. Accordingly,
Vermilion is currently projecting that it will approach the high end of
its initial production guidance range of 29,000 to 31,000 boe/d in 2010.

The two remaining wells, the Vinkega-1 and the De Hoeve-1 (each
representing up to 42.25% working interest), require production
permitting, pipeline construction and all related regulatory approvals
prior to tie-in. Production from both wells is expected on-stream by
early to mid-2011. As previously announced, the Vinkega-1 tested at
gross rates in excess of 30 mmcf/d and is expected to produce at a
relatively stable gross rate of approximately 17.5 mmcf/d (1,150 boe/d
net to Vermilion). The De Hoeve-1 well is currently being tested.
Initial results from two of the four zones are encouraging and we expect
this well will add in excess of 1,000 boe/d net to Vermilion beginning
mid-2011.

Vermilion is working to obtain permits to drill four to six additional
wells beginning as early as the first quarter 2011, and has identified
more than thirty further prospects that are expected to accommodate
ongoing organic growth in the Netherlands, subject to regulatory
approvals. Natural gas prices in the Netherlands are based on a basket
of oil-based products with a small spot gas component. Vermilion
realized nearly C$9.00 per mcf for its Netherlands natural gas in 2009
and is expecting similar pricing levels in 2010.

She was joined by veterinary staff at animal charity PDSA to kick off building work at their new hospital in Sunderland. IF MURRAY ROTHBARD–free-market economist, anarchist philosopher, American historian, and inveterate activist–had never lived, the modern libertarian movement would have nowhere near its current size and influence. The Paul phenomena, the largest popular movement in the postwar period to be motivated by distinctly libertarian ideas about war, money, and the role of government, has been influenced far more heavily by Rothbard than by the beliefs or style of any other prominent libertarian intellectual. The Paul movement is the sort of mass anti-war, anti-state, anti-Fed agitation that Rothbard dreamed about his entire adult life.

Compliance rates low on egress, fire safety For the first time in several years, The Joint Commission standards and goals with the lowest compliance rates are not directly related to the delivery of health care. HOUSTON — On Feb. 4, Senators John McCain and Byron Dorgan introduced the Dietary
Supplement Safety Act of 2010 (DSSA), that if passed, will restrict
Americans’ access to nutritional supplements. Hotze Enterprises, a world
leader in the alternative health care industry, is strongly opposed to
this legislation being passed, and encourages consumers to take action.

In particular, if the legislation is passed, it will revoke key sections
of the Dietary Supplement Health and Education Act (DSHEA), which was
put into effect in 1994 to protect consumers’ rights to access low-cost
nutritional supplements. The passing of the DSHEA bill immediately
followed the Food and Drug Administration’s (FDA) attempt to remove
supplements, such as CoQ10, selenium and chromium from the marketplace,
claiming they were inherently dangerous. Presently, the DSHEA protects
supplements if: they are food products that have been in the food supply
and not chemically altered; or if they have been safely sold and used in
the marketplace for several years.

Furthermore, the FDA currently has broad powers to remove dangerous
products from the marketplace. This legislation would expand the FDA’s
powers further, allowing them to use “reasonable probability” to ban
products believed to have significant problems. According to William
Faloon, director of Life Extension Foundation, “This kind of
discretionary authority gives the FDA tyrannical power to ban
supplements, a power they have not hesitated to use when they’ve had it.”

According to a published report by the American Association of Poison
Control Centers, “The facts are that legitimate reports of death caused
by dietary supplements this century are virtually non-existent.” On the
contrary, aspirin, currently regulated by the FDA, is the cause of an
estimated 10,000 deaths each year in the U.S. due to bleeding. The DSSA
not only appears to have originated from the controversy involving
professional athletes’ use of illegal steroids, but also appears to be
supported by the U.S. Anti-Doping Agency, which is funded by major
league sports teams. Senator McCain cited that six NFL players recently
suspended for testing positive for banned substances were purportedly
exposed to these substances through dietary supplements. The proposed
bill seeks to give the FDA additional power to regulate dietary
supplements, although, the FDA already possesses the power to
investigate and punish companies marketing and selling steroids falsely
as dietary supplements. In addition, supplement companies are already
required to provide ingredients and proof of quality under the Good
Manufacturing Practice regulations. Authentic supplement companies have
been safely operating under these regulations since 1994.

“The proposed bill is a misguided attempt to protect consumers,” said

even address the steroid problem, but it would severely hamper the

SALT LAKE CITY — A bill creating a new, less costly state pension system will be amended to allow public safety employees to continue retiring at full benefits before other government workers. SB63 had called for all employees covered under the state retirement system to work 35 years to earn a full pension, even though police officers, firefighters and other public safety employees traditionally have been able to leave earlier. Currently, public safety employees can retire at full benefits after 20 years and other public employees, 30 years. But the state retirement system took a $6.5 billion hit in the 2008 economic crisis, and lawmakers are looking for a way to make up the lost money. SB63 is part of a package of three bills sponsored by Sen. Dan Liljenquist, R-Bountiful, the chairman of the Senate Retirement Committee. All are scheduled to be debated on the Senate floor Thursday at 3 p.m.
DURHAM, N.C. (AP) — The woman who falsely accused three Duke University lacrosse players of rape nearly four years ago has been charged with attempted murder, arson and other counts after a fight with her boyfriend, police said. Crystal Mangum, 31, was arrested late Wednesday on charges including assaulting her boyfriend, Durham police said in a press release. Durham County jail records indicate she also was charged with identity theft, communicating threats, damage to property, resisting an officer and misdemeanor child abuse. A judge ordered that she remain in jail on a $1 million bond. Police said they found Mangum and Milton Walker fighting when they arrived at the home just before midnight. Mangum then went into a bathroom and set some clothes on fire in a bathtub, police said.

SEATTLE — A stolen airplane found in the San Juan Islands and chalk-outline feet drawn all over a burgled grocery store suggest that Washingtons infamous teenage “barefoot burglar” is back at it. Authorities across western Washington state have been hoping to catch alleged bandit Colton Harris-Moore since the lanky 18-year- old escaped from a halfway house in April 2008. Since then, hes suspected in scores of burglaries, many of them near his home on Camano Island and in the San Juan Islands north of Seattle. Investigators believe he more recently turned to joyriding in airplanes. Harris-Moores legend has only grown since last fall, with a Facebook page now boasting 16,800 fans and a Time magazine piece dubbing him “Americas Most Wanted Teen Bandit.”
DRS Technologies, Inc. announced today that
it is progressing on schedule in the 134,000 sq. ft. expansion of its
existing 142,000 sq. ft. facility on Babcock Street in Melbourne, Florida.

The new addition includes space for expanded manufacturing, research and
development, administration, business development and human resources.

The expanded facility will allow the company to consolidate its
manufacturing and engineering capabilities under one roof. Currently, the
Companys Reconnaissance, Surveillance and Target Acquisition (”RSTA”)
operations in Florida are conducted out of both the Melbourne facility on
Babcock Street and a facility in Palm Bay.

“Our Melbourne facility has become the cornerstone of our thermal imaging
business,” said Terry Murphy, president of DRS RSTA Group. “The expansion
of our research and development capabilities will foster increased
innovation that will directly benefit our customers, the men and women in
uniform.”

DRS Technologies has a long standing relationship with the Melbourne
facility property owners, Sutton Properties, which has supported this
expansion through investment and collaboration. In addition, the project
benefited from the full support of the Governors Office of Tourism, Trade,
